Ok so I have a theory! Steve told Bucky what he was going to do before he did it and offered him the shield. Bucky turned it down because he is still dealing with things from Hydra and doesn’t feel worthy of the should/want the responsibility that comes with it. That’s why when Steve was old and sitting on the bench he knew and told Falcon to go see him!
